Minutes of meeting of Friends of Cedar Hill Park Society

Susan welcomed everyone to this meeting to consider the creation of a Charter for Cedar Hill Park as outlined in an email dated December 7th, 2014.
Other items discussed at the meeting:
*Solicitation of new members
*Use of bulletin board in CHP for Friends information
*Preservation for the history of CHP
*Bowker Creek spring clean-up
General agreement on drafting a charter document that would go to Council for approval to protect CHP, to extend natural areas as possible and to recognize the importance of the environmental significance of the Park. Include reference to the Park as the source of the headwaters of Bowker Creek and Colquitz Creek.
Wording should be enhanced per the Mount Douglas Charter, Earth Charter, Audubon and Charter for Compassion; include terms like 'sustainability', 'environmentally-sensitive'. A bullet will be added to better outline the process for initiating and approving any changes the park. The draft will be circulated to the meeting attendees for comment beforecirculating to all members of the Friends: Action: Susan and Peter.
General agreement on the process to get the Charter approved by Saanich Council. Golf course is seeking Audobon status, Bowker Creek Initiative has significant section on reach 17. Park is headwater for Colquitz and Bowker Creeks. Park is 'lungs' of community.
Research the history of CHP and maintain an archive. Action: Peter and Susan. John Schmuck will contact Carol Pickup to solicit her assistance. Other sources of historical research were identified. It would be helpful to have exact wording from documents that dealt with the purchase of the land and its intended use for our draft Charter and to gain Council
approval. Also suggested we follow up with Parks re whether they have trail usage stats or could do a count. Also need to follow up re naming of elements of the Park such as bridges, etc. Mount Doug uses only historical names and we could propose similar approach.
Need to expand the Friends to include members from the other communities: Oaklands, Mt Tolmie, Camosun, etc.
Consider the need to reflect the role of the Friends of CHP in the maintenance and planning for the future of the park.
Solicitation of new members
All attendees were asked to contact those they know who are neighbours and users who might be inclined to join. Action: all attendees
Use of bulletin board in CHP for Friends information
The new board has one full side for the use of QCHCA. John Schmuck suggested that the Friends can use part of this side for communications.
Research and preserve the history of CHP
Research the history of CHP and maintain an archive. Action: Peter and Susan. John Schmuck will contact Carol Pickup to solicit her assistance. Other sources of historical research were identified. Paul Bishop emailed the link to Bill Irvine’s Shaw website. Bill is a descendant of the pioneer Irvine family. Their large property was where Cedar Hill School is. It extended down to Shelbourne & included the stone house on the north side of McKenzie. Bowker Creek spring clean-up
A date in late February will be negotiated with Andrew Burger, Mark Bate, Jenny Eastman QCHCA, Pam, Jim and Paul. Action: Susan (Note: Date now set for February 21st at 9am at Bowker Creek behind the Rec. Centre)
